Answer # 1. I am not aware of anyone who would have that exact information except the franchise itself. In your city (New York), the bls.gov website shows a starting janitorial labor cost of $12.03 an hour and experienced pay scale of $13.70 (about a 14% increase for experienced workers). However, first line supervisors earn $23.96 an hour - quite an amazing spread. Normally, we see an increase of only $4-5 an hour more for a supervisor. It all depends on the company. Many companies combine tasks; a QC person may also sell, train, or supervise. In companies that I have seen that use a dedicated QC person, they have paid them 70% to 80% of what a cleaning supervisor is paid or slightly more than a lead person would earn.
