I have seen claimed in some old articles here on ATEX that you could save up to 7% on utility costs by going to a day shift. Are there any new studies out that have a formula for figuring this for each individual situation?

None that I know of, and no one else wrote in a comment, either.
I would go to your local utility company and ask them for an estimate on the power savings in whatever building you have in mind for moving to day time cleaning.
They should be able to tell you how much energy savings you will see for having lights out after normal business hours for the period of time your work takes each day.
