It seems as if the basic spec would be, Remove all coating from brick pavers. At least, that is the outcome you are looking for. As to developing a procedure for doing this, which I suspect is your true intent, more needs to be established. For example, what is the coating on the pavers? How does the manufacturer recommend its removal? Is a dry stripping possible? Do we have a penetrating seal here? Normally, some sort of wire brushing or even sand blasting would provide the abrasive removal of a surface coating, but there are always concerns with dust containment when coating removal is done dry.
