Is there a regulation for a janitorial company in Florida pertaining to wearing scrubs, booties, etc. when cleaning operating rooms after hours?

I did zero research on this, but since the purpose of wearing the protective gear you mention is to avoid contamination of the patient being operated upon with infectious material from the surgeon and others present, I would guess, no.
However, some PPE might be in order if infectious waste is being handled or is present. Perhaps gloves or a face mask might be worthwhile.
Forget regulations. Ask the hospital infection control people what they would recommend for the level of exposure the cleaning people have.
