Question

How does one deal with bed bugs? What procedures or methods would you recommend that would be cost effective?

Answer

Bed bugs are quite susceptible to heat. Raising the room temperature to 120 F and holding it there for 3 hours will kill both the bedbugs and their eggs, making the next generation non-existent. Steam, directed at the infestation will do the same thing, but you are less likely to miss with the heat method.
Basically, the room is sealed and heat introduced and held for 6 to 8 hours until the job is done.
There are companies specializing in the detection (dogs can be trained for this) and elimination of bed bugs and you may be well advised to engage the services of one if you are unfamiliar with the techniques and equipment used. Since this is an all-natural approach to solving the problem of infestation, a green method, the room can be cooled down and returned to use without worry about residual pesticides.
