The key to cleaning a rest room (including the floor) is to use clean water and equipment and insure that the disinfectant has adequate dwell time to kill the bacteria. Apply the disinfectant to surfaces and let it dwell for 7 to 10 minutes. Then use a brush (not metal) or white nylon-scrubbing pad to agitate (loosen the soil), follow with a through rinse and remove the dirty solution and loosened soil from the floor with a wet pick up vacuum. You won't get it with a mop.
After cleaning and disinfection, all surfaces should be free of soil, with no mineral deposits and no odor, and all fixtures and dispensers should sparkle and operate properly. Don't forget to place a “wet floor” sign outside the restroom door when cleaning and the floor is wet. Use a chrome cleaner on metal surfaces and a glass cleaner on mirrors to improve the shine and appearance of these surfaces.

First, restock the dispensers, which can result in litter. Do the dusting and litter removal from all surfaces including the floors. Then proceed with the wet cleaning as outlined above.
